摘要:
构建区域创新共同体是摆脱跨行政区协同创新困境、优化要素配置格局与提升区域整体竞争力的战略选择。立足创新生态系统理论与三螺旋模型,构建区域创新共同体的四维分析框架,系统梳理欧盟、东京都市圈、粤港澳大湾区及京津冀等典型案例的实践经验。以郑州都市圈“一核一副一带多点”的空间格局为分析对象,运用四维框架对其建设现状进行实证诊断,揭示其所面临的结构性障碍与关键瓶颈。提出完善跨域协同治理体系、贯通产学研用创新网络、构建激励相容利益分配机制等对策路径。研究成果旨在化解郑州都市圈创新协同治理的结构性矛盾,推动形成圈层式协同发展的区域新格局,为培育中部地区崛起核心增长极提供理论依据与决策参考。

An Empirical Diagnosis and Exploration Paths of Construction of Innovation Community in Zhengzhou Metropolitan Area
Abstract:
Building a regional innovation community is a strategic choice to address the challenges of cross-administrative collaborative innovation, optimize factor allocation patterns, and enhance regional competitiveness. Based on innovation ecosystem theory and the triple helix model, a four-dimensional analytical framework for regional innovation communities was constructed, and practical experiences from typical cases including the European Union, the Tokyo Metropolitan Area, the Guangdong–Hong Kong–Macao Greater Bay Area, and the Beijing–Tianjin–Hebei region are systematically reviewed. Taking the “one core, one sub-core, one belt, and multiple points” spatial structure of the Zhengzhou Metropolitan Area as the analytical subject, the four-dimensional framework is applied to empirically diagnose its current state of development, through which structural obstacles and key bottlenecks are identified. Accordingly, measures are proposed to improve cross-administrative collaborative governance systems, strengthen industry–university–research application innovation networks, and establish benefit distribution mechanisms with incentive compatibility. The study aims to resolve structural contradictions in the innovation-related collaborative governance of the Zhengzhou Metropolitan Area, promote the formation of a circle-layered collaborative development pattern, and provide a theoretical basis and policy insights for cultivating a core growth pole to drive the rise of central China.
